Dear Colleagues,
I wish to let you know that the Canadian National Committee for Mathematics has nominated Prof. Vitali Milman from Israel, for election as a member at large of the IMU Executive Committee (see item 3. of the Procedures for the Election). He agreed to serve if elected. Subsequently, Israel has supported the nomination. Prof. Milman's brief CV is enclosed.
I also let you know that the United States National Committee is submitting the enclosed resolution to the consideration of the General Assembly. It refers to a recommendation and a resolution of the General Assembly of 1986 and 1990 respectively. This information is also enclosed.
Finally, the Site Committee for ICM 2002 met in May 1997 to consider the applications from China and Norway to hold the Congress. The decision was to recommend to the next General Assembly that the ICM 2002 should take place in China. The Site Committee was formed by the Members of the Executive Committee and Prof. Martin Groetschel, Chairman of the Local Organizing Committee of ICM/98. This decision was taken under the fundamental assumption that all mathematicians of the world will be allowed to participate in the Congress. Thus, the Executive Committee expects that the final vote at the General Assembly will take into account the importance of the host country abiding by ICSU's principle of free circulation of scientists.

1986 Recommendation
On the proposal of Professor Mary Ellen Rudin, the Assembly recommended to the newly elected IMU Executive Committee that subfields of mathematics, women, and mathematicians in small countries should not be overlooked when persons to the Committees and Commissions of IMU or speakers to the ICM are selected.
Resolution of 1990
The General Assembly records its satisfaction that more women than ever before have been invited to peak at ICM-90 and expresses the wish that this trend continue in the future.
