  Description
    
    Creates a new File or Image.

  Controls

    'Id' -- The id of the File or Image.

      **Note: If you do not provide an Id then the file name will be used.**

    'Title' -- The optional title of the File or Image.

    'File' -- The file to upload. use the 'Browse...' button to
    select a local file.

    'Add' -- Creates a new File or Image.
